October 2015

Vastint buys the site from Carlsberg with the aspiration of regenerating this pivotal part of Leeds’ South Bank into a thriving, bustling district which will provide a much-needed city park for the centre of Leeds and surrounding neighbourhoods.

January - October 2016

Masterplanning on the site began shortly afterwards, working closely with Leeds City Council Planning Department and other key stakeholders.

November 2016

An extensive consultation process was undertaken which included setting up a website, mailing 2,800 local residents and businesses; advertising on hoardings and with messages across the city. The consultation culminated in a three-day public exhibition in The Tetley (16-19 November 2016).

December 2016 - April 2017

After considering the feedback from the various consultation activities, Vastint UK’s design team reviewed and revised the masterplan, prepared a number of supporting reports and submitted an Outline Planning Application for the first phase of their site. This established the main parameters of the development namely massing, access, public open space and uses.

October 2017

Following deliberation of the application by City Plans Panel on 12 October, the scheme was approved and “deferred and delegated” to the Chief Planning Office pending resolution of a highways-related issue and standard legal agreements.

July 2018

Highways England withdrew their ‘holding objection.’

The section 106 agreement was finalised.

December 2018

Outline Planning Consent was granted on 14 December 2018.

January 2019

The first visible activity on site will be the demolition of the superstructure which made up the former ASDA MCE building. It is a steel portal frame which covers approximately 100,000 sq ft. The targeted completion is the end of March 2019.

The design team begins work on the masterplan for the second phase (OPA 2) to be submitted in 2019 following a public consultation.
